Octo seeks a Program Manager to lead a large team responsible for designing, implementing, and operating the underlying information technology (IT) infrastructure that supports the agency's IT environment. As Program Manager, you'll be responsible for overall performance, service delivery, and program execution to include strategy, customer satisfaction, financial management, schedule estimation and tracking, risk management, requirements analysis, personnel management, and quality assurance activities. You'll also establish and maintain a trusted advisor relationship with the agency's leadership and stakeholders, providing strategic recommendations and technical direction.

Responsibilities:

* Oversee the team designing and implementing, monitoring and operational support for the agency's network infrastructure.

* Manage the design, monitoring, and maintaining of the agency's hosting facilities, including providing capacity planning as well as assisting with installation of IT equipment.

* Manage the implementation and operation of the systems and tools necessary for the operations, support and engineering of agency's IT environment.

* Oversee the operation and maintenance of the agency's cybersecurity technology portfolio, including firewalls; endpoint protection; intrusion detection and prevention systems; SIEM; SOAR; packet capture; and flow collection and monitoring.

* Manage the evaluation, installation, integration, and support of the technology elements of scientific equipment.

* Provide overall operational and tactical management, strategy, and execution for a large federal enterprise environment.

* Oversee operational tasks to include contract deliverables, cost, and on-time-delivery to achieve key performance indicators, SLAs, and compliance.

* Provide coaching and mentoring of staff, focusing on employee retention and performance.

Program Mission...

The agency conducts and supports various types of basic and applied research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases. The office provides IT Infrastructure Services to the agency. The scope is to provide support for four program areas: Program Management, Enterprise Hosting Services, Core Infrastructure Services, and Scientific Computing Services. This includes support of an ongoing transition from operational silos to project work in cross-functional teams that are focused on products and services and implementation of Agile and DevOps approaches.

Skills & Requirements

Requirements:

* Demonstrated experience implementing and managing a large federal on-premise and cloud based IT infrastructure environment.

* Experience supervising a cross-functional, matrixed team, including subcontractors. Deliver critical capabilities to the customer and manage personnel morale to ensure appropriate coverage and skills mix of delivery team.

* Experience effectively managing schedule, performance, and customer satisfaction for a large IT services contract.

* Applying knowledge of resource planning and execution processes to support customer program planning, decision briefings, and progress assessment.

* A background coordinating with the customer organization to educate user/consumer community on service availability, service delivery processes, and capabilities.

* Expertise delivering both oral and written communication to the highest levels of customer and company management.

* Experience managing the relationship with the customer including senior level coordination and synchronization.

* Experience in project management, budget, and forecasting toolsets.

* Excellent verbal and written communication skills; and

* A successful track record of cross organization collaboration.

* Experience balancing the efficiency of support with maintaining the highest standard of quality and customer service.

* Experience with managing corporate processes for staff recruiting, hiring, onboarding, coaching, training, assessing performance, retaining, and offboarding.

Years of Experience: 10 years of experience managing IT infrastructure engineering and operations programs.

Education: Bachelor's Degree in Business / Management / IT or related field. Advanced degree preferred.

Certification(s):

* Certified PMP/PgMP preferred

* ITIL certification preferred

* Agile and/or DevSecOps certifications preferred

Location: Customer site (Montgomery County, MD/Washington, DC Area). Some non-local travel may be required.

Clearance: Ability to obtain and maintain an agency-level Public Trust clearance.
